Construction Impacts
Latest Update Provided by the City of Medford on April 12, 2024:
The contractor completed the final lift paving from the McAndrews ramps to Hillcrest intersection earlier this month.
Full Closure: Foothill Road from Cedar Links Drive to McAndrews Road
Foothill Road from Cedar Links Drive to McAndrews Road Westbound ramp is closed until Summer 2024. This closure will allow contractors to rebuild and widen the road.
Detours using Cedar Links Drive to Springbrook Road to East McAndrews Road are available. Local access will be available from Cedar Links Drive.
Normil Terrace residents can access their homes at all times by entering from Cedar Links Drive (see map).
Looking ahead for the next three weeks in April:
Stage 1 and Stage 2 – McAndrews Road to Hillcrest Road
Manholes will be raised after paving.
Concrete islands and separators will be constructed.
Stage 3 – Lone Pine Road to Normil Terrace
Wall “K" by the substation is scheduled for completion in the next week.
Wall “J2" piles are scheduled to be completed this week, and MSE wall panels by April 16.
Wall “J1" is scheduled to begin April 15.
Electrical conduit is scheduled to be completed by April 15.
Removal of the communication switching station by Normil Terrace.
Stage 3 – Normil Terrace to Cedar Links
A few efforts are scheduled for completion with Stage 3 closed to through traffic.
Herrington Way excavation and placement of the new access begins April 22.
At Cedar Links the drilled shaft for the new signal poles foundations has been completed.
Clearing for Wal D-G is schedule to begin April 29.
Stage 4 – Cedar Links to Delta Waters
The welded steel waterline is scheduled to start April 29.
Utility relocation and removal of the old poles is also scheduled in the next two weeks.

Knife River Materials schedule (subject to change) for the first two stages:
- May 31 - December 6: Stage 1 Phase 3:
- Foothill Rd. under McAndrews interchange – single lane Foothill traffic to build the other half of roadway.
- Stage 2: Full closure to all traffic, Hillcrest to McAndrews: July 31 to late fall, 2023.
- Detours set. Expect single lane flagging and delays elsewhere in the project area.
- Jackson County Foothill Road Project: Between Delta Waters Road and Dry Creek Road, expect single lane traffic with up to 20 minute delays, M-F. Knife Rive Materials began this Jackson County project Jan. 30.

Construction Activities
Major construction of this two lane road will affect traffic flow. Drivers should use alternate routes to get to their destinations, especially during full closures of the roadway.
Meetings and Events
Various meetings have been held by both Medford and Jackson County. A mailing has been sent to Jackson County and City of Medford residents near the project area prior to construction of the respective sections.
Schedule
Construction expected between January 30, 2023 through 2026.
